About ESVARBON

Estate Surveying and Valuation as a profession gained limelight in Nigeria when in 1969; a group of qualified Chartered (General Practice) Surveyors formed what is known as the Nigerian Institution of Estate Surveyors and Valuers (NIESV) as a non-profit voluntary professional organization to cater for the interest of the profession in the Country.
This group then sought Government recognition and six years later it was accorded Government recognition by the promulgation of the Estate Surveyors and Valuers (Registration, Etc.) Decree No. 24 of 1975, now CAP E. 13 LFN 2004.
This legislation established Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON) as the regulatory body for the profession.

The profession of Estate Surveying and Valuation

The profession of Estate Surveying and Valuation means the art, science and practice of:

  1. Determining the value of all description of property assets (Corporate and incorporated, movable and unmovable, real and personal) embracing land and buildings, plant and machinery, furniture and fittings/equipment and all other intellectual property and business assets.
  2. Acquiring, managing and developing estates including facilities and other business concerns with the management of property assets.
  3. Securing the optional use of land and its associated resources to meet social and economic needs.
  4. Determining the condition of building and their services and advising on their maintenance, alteration and improvement.
  5. Determining the economic use of property asset and its associated resources by means of financial appraisal.
  6. Selling, buying or letting as an agent, real or personal property or any other interest therein.

Duties of ESVARBON

The enabling Act charges the Registration Board under section 2 of the Act with the following duties:

  1. Determining who are Estate Surveyors and Valuers.
  2. Determining what standards of knowledge and skill are to be attained by persons seeking to become registered as Estate Surveyors and Valuers and reviewing such standards from time to time for the purpose of raising them.
  3. Securing the establishment and maintenance of a register of persons entitled to practice as Estate Surveyors and Valuers and the publication of the lists of such persons.
  4. Regulating and controlling the practice of Estate Surveying and Valuation in all its aspects and ramifications
  5. Performing the other functions conferred on the Board by the Act. The Board makes rules and regulations that guides the practice of Estate Surveying and Valuation in this country as provided from under section 16 (1) of the Act.

CommitteesThe Board operates by committees. Those currently in place are:

DISCIPLINARY TRIBUNAL

The Tribunal is a part of the Disciplinary Organ of the Board. It is headed by the Chairman of the Board and its membership comprises experienced members of the noble profession. As provided by the enabling law, an Assessor guides the Tribunal on its proceedings relating to matters of the law. The Disciplinary Tribunal for all intents and purposes, considers and determines any case referred to it by the Investigating Panel.

FINANCE AND GENERAL PURPOSES COMMITTEE

This is the committee that prepares and proposes the annual budget to the Board. The Chairman of the committee being the Chairman of the Board reports to the Board on the general and specific finance requirements of the Board. It is also tasked with ensuring and reporting to the Board on compliance with the Public Procurement Act and other statutory Finance Legislations in force.

EDUCATION COMMITTEE

This is the Committee primarily tasked with matters pertaining to education. The committee members regularly carry out accreditation visits to tertiary institutions offering courses approved by the Board. The committee headed by ESV. Dr Mrs Uche Egwuatu also undertakes investigations and recommend to the Board qualifying examinations/certificates to be recognized by the Board.

INVESTIGATING PANEL

This is also a disciplinary Organ of the Board and charged with the responsibility of conducting preliminary investigation in complaints and petitions levelled against registered person who have misbehaved in his capacity as an Estate Surveyor and Valuer. The Panel also determine whether a case should be referred to and be subject of proceedings before the Disciplinary Tribunal.

PROFESSIONAL PRACTICE COMMITTEE

The Professional Practice committee is saddled with the various responsibilities listed below:

  • Review the mode of conducting interviews for registration of persons as Estate Surveyors and Valuers with a view to improving and strengthening the process.
  • Conduct assessments and interviews for persons applying to be registered by the Board as Estate Surveyors and Valuers.
  • Regularly conducts registration interviews for candidates who apply to be registered Estate Surveyors and Valuers. It also handles issues relating to professional practice as members are saddled with researching and recommending improvements on the Board’s practice standards, regulations and code for the practice of Estate Surveying and valuation in Nigeria. It is being headed by ESV. Stephen Jagun
